Transforming St Helier Harbour for the future

Ports of Jersey is embarking on a once-in-a-generation programme to transform St Helier’s harbours. The Harbour Master Plan will secure the port’s long-term viability, improve customer experience, create new commercial opportunities, and realise the area’s potential as a leisure, cultural and tourism destination.

The St Helier Harbour Master Plan is a long-term development strategy covering:

  • Elizabeth Harbour
  • La Collette and Victoria Pier
  • The Old Harbours and La Folie
  • Albert Pier
  • New North Quay

Much of the harbour infrastructure is ageing and no longer meets the needs of passengers or modern vessels. The plan aims to modernise facilities, unlock the potential of the harbour estate, and create a vibrant waterfront for everyone to enjoy.

The Master Plan also supports the growth of Jersey’s maritime industries, working with key sectors to develop a thriving Blue Economy focused on fisheries, tourism, renewables, and marine ecosystem services. It aligns with the Southwest St Helier Planning Framework and Bridging Island Plan, securing the long-term future and resilience of St Helier Harbours and Jersey itself.

Elizabeth Harbour

The Harbour Master Plan will start with the most immediate need – the redevelopment of Elizabeth Harbour. Elizabeth Harbour’s Roll On Roll Off (RoRo) trailer operation is the Island’s lifeline for vital supplies such as food, medicines, mail and clothing, and is now exceeding capacity.

The Harbour Master Plan proposals will see the existing Lift On Lift Off (LoLo) crane operation moved from New North Quay to Elizabeth Harbour to co-locate with the RoRo operation. This new combined area will safeguard the Island’s supply chain by supporting anticipated freight requirements for future generations.

We will also replace Elizabeth Terminal, which will improve the start and end of passenger journeys and enhance visitors’ first and lasting impressions of the Island.

Albert Pier

We have made improvements to Albert Pier, including the construction of 24-hour access berthing pontoons and removal of the old terminal.

The Harbour Master Plan will explore how the area can reach its potential.

La Collette and Victoria Pier

As well as housing marine leisure customers and marine traders, these areas are the home of our fishing fleet, fish merchants and other key players of the Blue Economy.

As part of the Harbour Master Plan, we will look at how we can support them to develop and encourage growth in the industry.

Victoria Pier was used by the London and Southern Railway Mail Boat but is now used for cargo operations. As part of the St Helier Harbour Master Plan, we will look at possible redevelopment.

New North Quay

The Harbour Master Plan proposals will see the existing Lift On Lift Off (LoLo) crane operation relocated from New North Quay to Elizabeth Harbour to co-locate with the RoRo trailer operation. This will combine the freight handling facilities and free up space at New North Quay for further development.

This project is at a very early stage, and we will work with key stakeholders to develop possible options for a mixed-use facility.

Old, English and French Harbours

Working collaboratively with stakeholders, we will look at options for how we can regenerate the Old, English and French harbours.

La Folie

La Folie Inn, one of St Helier’s most iconic harbour buildings, will be as the centrepiece of a new hotel development, blending its unique character with modern hospitality. Working with planners, heritage bodies, and the Government of Jersey, we will ensure the development reflects community aspirations and celebrates the island’s maritime heritage.

This project marks an important step in bringing La Folie, and the wider Merchants’ Quay site, back to life, creating a vibrant destination for visitors and islanders alike.
