Terms and conditions for charity, not-for-profit and individual partnership programme

1. Introduction

These terms and conditions govern applications to the Ports of Jersey charity, not-for-profit and individual partnership programme under the Sustainability and Community Value Programme.

By submitting an application, applicants confirm that they have read, understood, and agree to these Terms and Conditions.

2. Funding overview

  • Partnerships may be awarded for a duration of up to three (3) years.
  • The typical annual award is between £2,000 and £5,000 but there may be circumstances where a higher level of funding may be considered.
  • Funding must be used solely for the agreed purpose.
  • Any proposed changes to the agreed use of funds must receive prior written approval from Ports of Jersey.

Ports of Jersey does not guarantee funding to all applicants.

3. Eligibility criteria

Applicants must meet the following requirements:

3.1 Organisational status

  • Registered charities must be registered with the Jersey Charities Commission and based in Jersey.
  • Not-for-profit organisations must be registered in Jersey and deliver services that benefit the Island.
  • Individual applications must be able to prove funding

3.2 Strategic alignment

Projects must align with:

  • Ports of Jersey’s Planet and People Plan
  • Ports of Jersey’s Strategic Business Plan

3.3 Demonstrable impact

Applicants must clearly demonstrate measurable environmental, social and/or economic benefits to Jersey.

4. Areas of support

Applicants must select at least one of the following categories (multiple selections permitted where applicable):

Community

  • Children and young people
  • Vulnerable communities
  • Inclusivity
  • Education

Sustainability

  • Environmental initiatives
  • Biodiversity
  • Circular economy projects

In air and on water

  • Activities engaging with Jersey’s aviation and marine environment

Promotion of the Island

  • Projects enhancing Jersey’s profile, culture and heritage

5. Application process

  • Applications must be submitted using the official online application form before the published deadline.
  • All sections of the application must be completed in full.
  • Applicants must clearly outline:
    • The project or activity for which funding is requested
    • Intended outcomes and measurable KPIs
    • Reporting mechanisms
  • Ports of Jersey may request additional documentation, including financial information.
  • Shortlisted applicants may be invited to attend an in-person meeting or interview.

Incomplete or late applications may not be considered.

6. Assessment and decision-making

Applications will be assessed against the following criteria:

  • Strategic fit
  • Environmental, social and economic impact
  • Measurability and reporting
  • Collaboration opportunities
  • Public visibility
  • Track record or demonstrated delivery potential

Decision-making panel

  • A panel of at least ten (10) Ports of Jersey employees will review applications.
  • The panel will be chaired by the Sustainability and Community Value Officer, who will present applications impartially and will not participate in final decision-making.
  • Any conflicts of interest must be declared.

All decisions are final.

Ports of Jersey is unable to provide feedback to unsuccessful applicants.

7. Timeline

  • Applications open: April
  • Applications close: End of May
  • Meeting to get clarification of details (if required): June
  • Decision Panel: July
  • Confirmation of partners: End of July/August
  • Partnership agreements finalised: By end of September
  • First payment: By 31 January of the following year

8. Partnership agreement

Successful applicants will enter into a formal written Partnership Agreement which will include:

  • Funding amount and duration of agreement term
  • Payment schedule which will normally be annually by 31 January during the agreed partnership term
  • Agreed obligations and KPIs
  • Reporting requirements
  • Communication and publicity arrangements
  • Confidentiality and Data Protection

We hope that there may be options for other opportunities to work together which will be discussed.

9. Reporting and governance

Successful partners must:

  • Provide annual progress reports against agreed KPIs.
  • Supply evidence of impact.
  • Participate in annual review meetings.
  • Agree to promote the partnership where appropriate.

Failure to meet agreed objectives or reporting requirements may result in suspension or termination of funding.

10. Use of funds

Funding must be used strictly for the purpose outlined in the approved application.

Ports of Jersey reserves the right to:

  • Request evidence of expenditure.
  • Withhold or reclaim funding if funds are misused.
  • Terminate funding if partnership objectives are not met.

11. Publicity and communications

Successful partnerships may be announced via:

  • Press release to local media
  • Communication to the Association of Jersey Charities
  • Internal and external Ports of Jersey communications

Partners may be required to participate in agreed publicity activities.

12. Confidentiality and data

Information submitted will be used solely for the purpose of assessing the application and managing the partnership.

13. Data protection

Ports of Jersey is committed to protecting the privacy and security of all information provided as part of the partnership application process.

All information submitted by applicants will be used solely for the purposes of:

  • Assessing and evaluating partnership applications
  • Supporting the decision-making process
  • Awarding and administering any resulting Partnership Agreement
  • Monitoring and reviewing agreed partnership outcomes

Information will not be used for marketing purposes or shared with third parties, except where required by law or where necessary for the administration of the Partnership Programme.

Access to application information will be restricted to those directly involved in the assessment and governance process. All information will be handled confidentially and in accordance with applicable data protection legislation.

By submitting an application, organisations consent to Ports of Jersey processing the information provided for the purposes outlined above.

14. General

  • Submission of an application does not guarantee funding.
  • Ports of Jersey reserves the right to amend these Terms and Conditions at any time.
  • Ports of Jersey reserves the right to withdraw the programme without notice.
